 Kind Attention TIAs- Visibility of bid documents to bidders and Public Domain has been made configurable. During Tender Creation in workitems page a drop named Show Bid Details in Public Domain stage is made available where Tender Creator can select the tender stage at which the bid information would be disclosed to the public domain and in the bidder login.Until that stage the bid information will be displayed only to the department users.The default value for the field Show Bid Details in Public Domain should be Technical Bid Opening
While creating the tender, if the value for the field Show Technical bid to competitors is given as Yes, technical documents will be visible to all the participating bidders and vice versa.
If the value for the field Show Financial bid to competitors is given as Yes, financial documents will be visible to all the participating bidders and vice versa. |

Kind Attention Dept Officials regarding the guideline issued by PRD on window advt from eproc system for tenders above 5 Lakhs done twice a week.
 The Tender Reference Number has to be appended with( /N) for Malayalam and English National circulation and( /S) for Malayalam and English State circulation and if the actual Tender Reference Number is given with out appending anything the advertisement will be published only in Malayalam.
The Length of Work Item Title should be within 165 characters and the length of Tender Inviting Authority address should be within 65 characters. |

Steps for Payment Verification when amount is debited from account and not reflected
 Verification of the payment is required. For verifying the payment select the (Pay online) and then (SBI MOPS) Click on the (payment verification) button on the top of the terms and condition page then verify the payment,
Note- Bidders who are using SBI MOPS other banks Internet Banking are requested to make online payments 72 hours in advance. The Maximum time to update the payment success or failure status is 72 hours.

 NIC Kerala is preparing PRD report on the first working day of every week for the tenders above 5 lakhs. Since it is an automated process, no need to send requests for publishing in the dailies. The departments approved by PRD for the same is attached for reference. Henceforth, please do not send publishing requests to NIC / KSITM / PRD. For those departments which are not included in the list may contact KSITM for including them in the PRD List |

Attention TIAs - Retaining Encryption Certificate during DSC Renewal
 All TIAs are advised to retain their previous Encryption certificate including Private Key associated with the DSC device even after the renewal of DSCs. This is necessary as the same is needed to decrypt the Bids (Tender Opening) encrypted with previous certificate. |

Kind Attention TIAs on GST . The government department has to collect e-tender fee only and the GST amount the bidder will pay to GST department directly.
 Since e-tender is a service provided by Government Department the recipient of the service is liable to pay the GST at 18 percent under Reverse Charge Mechanism. The recipient of the service has to issue Reverse Charge Invoice to the government department. It may be mentioned in the Tender Notice that the bidder has to pay to GST at 18 under Reverse Charge Mechanism. The government department has to collect e-tender fee only and the GST amount the bidder will pay to GST department directly. |
